How to read this. Each curfew movement is listed because no medevac, diversion or emergency exemption was detected in public ADS-B data — not a determination that any rule was broken. Medical and emergency flights are permitted inside the curfew and public data cannot always distinguish them. The noise-abatement altitude floors carry no medevac or landing exemption; what we cannot see — an ATC descent clearance, which areas were active — is carried as a caveat on each record.
